If the coach is right in each challenge, then he is not abusing the privilege and should be able to keep challenging. Losing timeouts is the correct penalty for a bad challenge, and that should be the limitation.
Idea: Pass interference penalties should be 15 yards from the original line of scrimmage

The current rule gives teams the ball where the penalty occurred. Too many times, a close call on a pass interference play will result in a difference of 40-50 yards.
College football applies the penalty as 15 yards from the original line of scrimmage. We think the NFL should do the same, though protect offenses with a “point-of-foul” penalty in cases of intentional or flagrant inference (i.e. tackling the receiver). Read more in our pass interference blog post.
